Its very simple if the Budget isn't approved, which goes for any democratic country, then the Government has no spondoolies to pay for anything, usually resulting in a general election.

Its been known for ages, that any UK citizens, who have not bothered to register, will be in trouble after Jan 21, its very easy to see whos legit or not, when they have their passport swiped at the airport.

Yes, some MP's objected to the photos being taken of both front seat passengers, especially if they didn't happen to be their wives...
