That is what I said. If you are not in Cyprus you will need a lawyer, but they shouldn't need power of attorney. You sign something online that gives them permission to act on your behalf. Its €19500 but even under that you have to declare it. You do have to register to get the TIN, so you can complete online. I am not sure if the government buildings are open during lockdown. They weren't on the last lockdown. You could always visit. We got nowhere and had to employ an accountant.

You do need a lawyer but not power of attorney. Everything can be done by sending forms over the net. I did this when selling in UK. I used my UK solicitor and we communicated by email. All went through O.K.

Dominic is correct. You can walk within 500m of your residence WITHOUT an sms. You can go out for up to 3 hrs WITH an sms for dog walking.

I read on the Government customs site only yesterday that any items that were in transit from UK at 31st December 2020 would not be liable for duties when they arrive in Cyprus after 1/1/2021.

I can't speak for the effectiveness but you can but birds of prey on a stick that swoop up and down on the wind. We just rolled up wire mesh in uneven piles when we had them. They didn't like that. We have moved so I don't know if they returned or not.
