Was the court sitting with a jury or was the judgement handed down by a judge? I don't know the answer to this question , but if there was a jury they only decide guilty or not guilty. The judge decides the sentence.. I am fully aware of that but basically I am asking at what stage and by whom was ...

I notice that the CM report refers to unnecessary visits by patients. I wonder if those patients realise that there are caps on free visits to GPs depending on the individuals' situations and that after the cap is breached there will be a charge.

Notwithstanding previous comments there was one occasion when my wife was scheduled to have an ultra-sound and because the machine broke down the hospital rang us up a couple of days beforehand, explained the situation and re-booked for another date. So sometimes they can do the right thing.

Once other factors such as doctor's receptionists are brought into the equation you are leaving yourself wide open to their actions (or lack of actions) which in turn can complicate and delay matters.
