As others have reported, getting the initial appointment is the easy bit. Waiting for the MEU3 to arrive afterwards is what takes time; some have reported up to a year. Though we got ours in 2-3 months, daughter and family had to wait quite a bit longer.

Theoretically then you're not resident. I believe that's the way the tax people work. So my best belief is that you are probably not eligible. But an agent like Gwenny-Mary could provide you with a definitive answer without you having to commit yourself irrevocably at Immigration.
