I think you are. The biggest risk that comes with net billing is that you have no guarantee that you'll get paid as much for exported units as you pay for those you'll be importing.

I received a building permit for a garage directly attached to the boundary wall. So the requirement of 3 m distance from the border does seem to be handled in a flexible way. I seem to remember er that my architect had spoken to the owner of the neighbouring property to get her consent.

I remember reading an article reporting that legislation is being discussed to allow for a device to be installed which will allow you to keep using the electricity you're producing during curtailment.

The problem with batteries is the cost. I was quoted €6000 for a 5kWh battery. It might make more sense to get an electric car and that for energy storage.
