If there is a deal struck (effectively a new treaty between the UK and EU27) then each country in EU27 is required to ratify the deal in their own Parliaments. Royal, if I was to negotiate the issue of the Irish border, then I would have a few scenarios worked out, ready for discussions with Eire and the EU.
