Does anyone still use cheques in this day and age ? Even iphone banking allow's you to delay funds clearance for Three Five Or Seven days now or instant payment

Just seeing it like it is - Would you travel Four and a Half Hours to take a test and hope it comes back ok ? You have a better chance with Russian Roulette.

So if you travel to Paphos from the UK and take the test at the airport and you fail Does that mean you spend two weeks confined to barracks at a hotel of the Cypriot governments choice and not the one you booked and then when you are due to return to the UK have another test and fail are you stuck ...

I think most licences work the same way whether for Food, Pub, Club and possibly Radio Station ie- Only a certain number available for a specific area and one has to expire and become available before it can be Re-Applied for so maybe The Aquila is correct – Someone else may be interested in taking ...

I think your right - There is no way it could have come to this sort of talk without something being done about it - And why get the views of a retired Lieutenant General - Yes his views may count but a serving officer would probably tell it how it is.
